How to disable items passive like lifesteal or evasion?

I remembered doom disable every passive on enemy heroes either items or skills before he got nerfed? so any idea? except hex. hex doesn't disable evasion I think.... and I am not talking about mkb.

doom didn't disables passive any more even with scepter
silver edge only apply break.. it doesn't disable skill passive.
also disruptor also the same...

Silver Edge is ultra counter to passive abilities. When I see enemy got PA or Bristle, I make it, or someone else from the team.
