I had the same problem. After some research on the internet, I found the solution.

1) Exit game
2) Go to C:\Program Files (x86)\Steam\SteamApps\common\dota 2 beta\game\dota\replays
3) You will have a partial.dem file and a placeholder.txt file.
4) Delete the entire replays folder. Delete the ENTIRE folder and not just the contents.
5) Create a new folder and name it replays where the original was supposed to be
6) Restart game. Try downloading now.

Good luck

I have issues with downloading replays often. Most of the time it can't find the replay, and if you don't keep the match page you're downloading up on screen the download will simply stop. Your best chance at success is trying to keep the match page up while you're downloading, so basically after you clicked 'Download' DO NOTHING ELSE UNTIL IT'S COMPLETED.
