I don't know, because I haven't played the new Tutorial in Reborn (Learn Tab), but my guess is you can't get the set anymore. I guess you can try the Tutorial and see for yourself, but I wouldn't get my hopes up.
If you just want the bundle to sell on the market, I don't think you can get it anymore. It may drop after games or for spending Compendium Coins, but those sets are all untradable/unmarketable, I believe.

Those few sets were random marketable drops, but Valve eventually patched those out, according to the Wiki...
I have also looked at those market sites, and just; hell no. My original question was just if it is still as easy as was to get before.
But in all seriousness, is this set giftable, or is it obtainable multiple times on a single account? Getting desperate here.
Btw I already have the cape.
