Is Assured Victory Shout giftable?

The assured victory shout was only available with 1 compendium (TI4 I believe), but if you want to predict you can also get treasure charms to predict with.

Yes charms dissapear if you get 2 predictions wrong or 3 correct (and if you get it correct you will get items/coins depending on the charm). Only the victory shout has unlimited predictions atm.
