Guys, I found a way to fix it temporarily.
What you do is:

My Computer -> Local Disk (C:) -> Program Files(x86) -> Open Steam folder -> Open appcache folder -> Erase Itens in appcache folder -> Restart Computer -> Dota 2 Properties -> Verify Integrity of Game Cache -> Open Game

But as I said it's not a permanent fix. Every time you turn off your computer, you will have to redo it.

You just need to restart the computer, there's not a way to fix it without restart? sorry for resurrecting a old post

Right click on Dota 2 > Properties > DLC > vulkan support.
Once the DLC is installed - in general search for launch parameters and type "-vulkan", after that run the Game and Dota 2 should work.

Anyone reading this in the future, try to also enable/disable windows gpu hardware acceleration.
Settings -> System->Display->Defaultsettings->Hardwareacceleration GPU Yes/No
