What you do is:
My Computer -> Local Disk (C:) -> Program Files(x86) -> Open Steam folder -> Open appcache folder -> Erase Itens in appcache folder -> Restart Computer -> Dota 2 Properties -> Verify Integrity of Game Cache -> Open Game
But as I said it's not a permanent fix. Every time you turn off your computer, you will have to redo it.
I can give you a tip, but it's only for people who have "vulkan" support.
This happened to me when going from Win10 to Win11. I have reported the problem, if you have any problem, write to me and I will look for solutions.
