Of course escaping lower levels would be impossible as you wouldn't have much to bet and higher levels could reach insane amounts unless theres a cap somehwere like 100.
MMR is a measure of your personal DotA playing skills. It does and shoudl not measure anything else. If you can win MMR by winning bets, then MMR also measures your ability to "predict" wins, which is only partially related to your personal DotA abilities.

MMR = your skill at winning DotA. Yes, playing DotA creates a risk you will lose, but that doesn't mean any activity involving both DotA and taking risks is equal to playing DotA (even if the level of risk is similar).
Betting on a match does not improve your skill at winning DotA. This means your skill at picking successful bets is not a skill that MMR can measure (because MMR measures your skill at winning DotA).
