Dota 2 Screen Flickering [SOLVED]

This problem occurred just today, and I feel like the problem is the cause of me turning off my laptop through it's power button and holding it down instead of the traditional (I turned it off using the power button because of desktop problems)

Anyway I came back and it was flickering whenever I would hover over a hero or try to play a game (when I click play dota). I tried turning vsync on and off, didn't really work. I restarted and verified game cache as well. Before I restarted I updated Avast, my Nvidia drivers, and my flash player. I also updated some recent Windows updates. 2 optional 2 recommended.

Extra info: I'm on W8.1, When I alt-tab it still flickers some, when I restart the game it is to no avail, I tried CSGO and it's perfectly fine and normal (same with desktop and regular browsing), Dota doesn't flicker when I play an actual game, seems to just be the main menu and the menu tabs, and when I use the steam browser to try an look up solutions for this while I'm in dota, the in game browser flickers a lot more as well. (JUST for dota)

If anyone has suggestions I'd appreciate them, meanwhile I'll be messing with nvidia/dota video settings in hope. It's just annoying, I'd rather have no flickering at all. I can still play fine, but I'd rather have this addressed.

[EDIT]: I changed some nvidia settings for dota 2, didn't work but left them applied, then I messed with dota video settings. It seems to be the high quality dashboard being the problem, at least I think so. I turned it off and the flickering was gone. But, I toggled it back on but instead chose "use my monitor resolutions", before I was using 1920 fullscreen. So yes, it seems to work fine for now. No flickering.

i have same problem its like screen shaking when hero moving can't see anything in fight i lost my mmr in many battles this occuring after new update :(:(

hey AMIT i solved it and happy to help you
first i need to know which graphic driver u using
if u using nvidia first u have restart ur pc or lap and u have to uninstall it and just play ur dota

I was dealing with the same issue, changing the DirectX version to 11 and restarting the game did solve it for me.

I Just figured it out and it is so annoying I couldn't notice it easily. you need to go to video settings and change rendering API to OpenGL instead of Vulkan. that was the case, but I noticed by some luck that it remains Vulkan even tho the selected from the drop menu is OpenGL, you will see above it that the rendering API in use is Vulkan, so u need to reset any launching options, mine was -safe_mode and it will work with OpenGL
