Steam always going into Offline mode and No Steam Logon

Ever since the new Ringmaster update, I always get disconnected in Dota 2. When queuing up in game, it always gets into "Offline mode" then "Restoring connection with the Dota game coordinator" which ends up me being unable to accept the match + Time penalty until I can queue. I also get disconnected while in-game saying "Disconnected from server, No steam logon" and it gets pretty annoying.

I have a decent internet connection and I have a Cat6 ethernet cable so internet connection is not an issue. I have tried the many suggested ways to repair the issue including: Restarting Steam, Clearing the download cache, Verifying the integrity of the game files, Uninstalling and reinstalling steam, Clearing my dns, etc. yet still this issue persists.

Anyone else experiencing this currently? Any tips or advice that you can give to resolve this issue? It gets pretty annoying having queued up with friends but suddenly Dota goes into "Offline mode" and having to wait minutes or even an hour just to play. Thank you!
