Haven't tested it, but it seems like it would be good on Huskar due to his massive ias.
You already have a massive slow that removes half the enemys HP, you don't really need the stun. The chance is very low anyway. Damage/Survivability is better
The chance is lower for ranged heroes.
So get MKB for huskar if you are interested in auto attack stuns.

an mkb is nearly twice the price of a skullbasher though, and a skullbasher stuns for 1.4 seconds while mkb stuns for .001 seconds.
Honestly, MKB and the ministun is a better investment for ranged heroes. The smaller stun time is worth it for the higher proc rate. It's still annoying to enemies trying to move and will interrupt channeling.
I think it's viable on any high-attackspeed heroes, both melee and ranged. If you went for a carry build, you could even build it into an abyssal blade and get another guaranteed stun, with the possibility to stun more than half their team if you're good with positioning.
