Why streamers on twitch 8-9k mmr not getting banned for smurfing/boosting accounts?

It is against steam rules, it is ruining matchmaking quality for game (they playing on low avarage, when their main account have 8-9k mmr).
-New feature report user with ingame dota 2 menu for smurfing is not working. I reported many accounts with it and get 0 notification about punishement for smurfing. Only getting notification that you mute somebody for toxic voice or chat abuse.
Mega idiotic sitauation, when streamers ruining matches when not playing on their avarage knowing that they are breaking the rules and calling it all sorts of challenges. They also ruining role rules for dota 2. Matchmaking found game for streamer as support or hard support but they say in chat i am streamer i am boosting accounts give me mid. It should not work like this it is unfair to other players who must play on selected role. Some years ago they cant play on other accounts because system block them from logging on other accounts, but now they can do it and they abusing system or found ways to avoid the steam/dota 2 rules. Start to do something.

Because there is still some sanity in valves office, so they know there is no reason to ban smurfs or boosters, coz it takes too much time and effort and there is like 0.1% of them in dota anyways.
They only ban smurfs, because crusader-legend population cries too much, so they just do some public executions time to time.
Tho looking at quality of updates lately, i would not be surprised,if they would start doing something stupid soon.

There was some feature that prevent them from logging on other accounts. Now it is stop work. And i don't belive that game exist 10 years and nothing can be done against smurf/boosters in matchmaking.

Contribution is better than exploitation. I can say many those who plan to exploit for personal reasons are known as selfish players who contribute zero to the community.

Valve encourages 7k+ mmr ranks to smurph more, Enabling a winrate farming situation.
A form of rewarding Smurphs who ruin games for others.
My friends list is near empty now n many do not wish to come back to dota, its so broken n smurphs are rampant..Smurphing is driving so many players away its just idiotically stupid.

When did Steam cared about banning or making fair this game?, neither you or me give money to them, those idiots that record themselves making videos about their game does make them money, how? if you don't know then you are a lost cause, game is good with smurfs, and trools, I play every day and never cried about these stuff, you should let it go and keep playing a free game that you can always uninstall.

The system was effective, until it stop work at that moment. All smurf-boosters was play on main accounts only when system was enabled. On other accounts they was banned until 2038 on every account what their viewers or booster companies give to them and where they trying to loging. It was effective already.
