Punished? are you for real?
Most of the Arcanas where promised to be "limited exclusivity, never to be released again". The WK one might not have included that exact language, instead saying something like "available from the BP", leaving it open to other releases. Ditto for most of the personas, AFAIK, although even there its other VERSIONS of the persona have been released.
For any item that was described as only ever being available from the BP for a limited time, Valve kinda has to stick to their word on that.
valve just looking at profit...they have been giving out all kind of perks including arcanas to attract new players and retain the old players.....they might release io, es or other bp arcanas in future, maybe in a higher price/ same mode like wk, bind to pay wall treasure...nobody knows for sure...unless u are gabe

Valve is generally a good company, but this stuff stinks really bad.
Spoiler: Valve is not a good company, when they let Saudi Arabia infect Dota 2 in the way that they have. In fact they have a dramatic lack of ethics.
They might sell a few more to people who missed out on them the first time, but only at the expense of pissing off many many people who already have them. It's the kind of thing that Valve is only likely to do if they think the game is nearly dead and will be shutting down the servers soon, and want to squeeze a last few pennies out of it.
Yes Valve is focused on profit, but they need to weigh both the short vs. the long term benefits of any action.
