Also, once he uses his abilities, where is he then? Sure, he may have a decent amount of armor/health, but all he has is his tree. If he is attacked by another player(s) after using his combo, he can't do much of anything except for try to fight back with his tree, retreat, or survive until his team arrives
Because of this it doesnt fall off late game because the increase of his attack damage (which is extremely high because its Tiny), the khanda does way more damage. But also dont underestimate the fact that after his combo he can still slap you really hard. They are also short cooldowns anyways, not that it matters because 2000+ magic damage every 10s is stupid good
As has been the case with A LOT of other items in the game's history, they tend to create metas that didn't exist before. For example, I remember when Leshrac w/ bloodstone was a lot more frustrating to deal with because it allowed him to have an insanely high mana pool without having to buy mana items because it allowed him to replenish so much mana while using his ability. While it is still a good item on Leshrac, it's not a "one item carry" anymore because he actually needs mana items to keep his abilities going
Numerically speaking, we have level 1 avalanche doing 80 damage and level 1 toss doing 80 as well. Since avalanche gets a 2x multiplier when being used, that's only 240 damage, before reductions in the early game. Even when you get to the endgame, 320 + 640 = 960 and that's not a lot against a tankier hero especially since most heroes have built-in magic resistance of ~20%, so that's reduce down to only ~820 damage
As you can see, it's the item and not the hero since, without empower spell, the khanda wouldn't make Tiny extremely strong because it wouldn't have the ability to double his combo damage if he's holding a tree

An extremely tanky dragon knight will help a lot with dragon tail max out
e.g heart, eye of skadi, aghanim's scepter(final form for ult), satanic(lifesteal), bkb
Even tiny can't take him down easily.
Sniper with dragon lance and max out knockback and max out mini stun with bkb and lifesteal like satanic plus butterfly
With khanda you are doing extremely disgusting damage. You're completely overlooking these factors. It's NOT khanda.
