Hello! New to dota but cant pick IO?
During pick phases I cant pick io and a few other legends. How do I unlock them?

You need to play 20 regular matches to unlock heroes as a new player from what I remember.

Btw they are called heroes here, not legends. And also the reason some of the heroes are locked for newer players is that those heroes are difficult to play. The heroes that are unlocked are easier to play.
