"Low" fps with 4060ti and ryzen 5600
I get 150 fps max when im alone at base and can go to 40-50 in fights with this system

Yeah well that GPU is pretty bad. Why did you get it? Let me guess, the 8gb version? Why would you ever buy a 'subsidiary' card?? 2060, 3060, 4060 etc. They are the subsidiary cards. They are terrible cards made to move stock from manufacture-defect cards they down tune to hit the performance profile..

There's your answer. Never buy the entry-level GPU in any given generation again. Lesson learned I hope.

I have 4060ti 16 gb too , get fps 30-50 fps when fight .

the problem is not GPU,, is CPU not use all your threading to run the apps, see my video to fix it, now i got stable at 60 fps when on team fight

That is more than decent gpu for dota 2. The rtx 2060 and 5600x on my second pc outputs 450 fps at base and 190-200 fps in fights.
There is definitely something wrong with his operating system or cooling.
