Your GPU - XFX Radeon RX 470 RS 4Gb 256bit seems quite old or weak(no offense). Are you playing on Desktop or Laptop?
FYI, there are a few factors that could affect your GPU. Maybe your CPU is not suitable for the GPU anymore as it could "bottleneck" the performance of your GPU when you are opening too many apps behind while running the Dota 2 game. It's highly recommended to close all apps when you want to play Dota 2 if you think there is an older CPU or GPU(no offense but for information).
