So 99.99% the answer is "No".
The thing is that the ability doesn't even need it - by nature of how Counter works it automatically scales with enemies' attack speed as the game goes on and Pure damage also means that they have no means of reducing it either.
EDIT: for example 6 divine rapiers on magic mode will cause you to do just shy of 500 damage per spin proq :)
so would 150% of 470 = 705 dmg per counter helix if it amped it?
also because its pure damage its not counted as spell damage even though its a 'spell' its more of a passive ability or innate how they call it in this game.
some weird things in this game like banes ult, it pierce bkb but just disables, does not do damage because bkb stops pure and reflected damage.
