I am a techi main.

I will explain what is likely happening.

Techi uses mousewheel PRESSDOWN to quick cast mine. So you jump in, use eblade then scroll wheel down while you draw a circle around them. This gives the game 100000 chances to set a mine ASAP.

He could be scripting or hacking but this is more probable and something any decent techi player prob doing.

Nah, more likely just quick cast ON PRESS for mousewheel down on his ult.
