The reason is that this mode isn't meant to be balanced, and one teamfight or even one death can rubberband out of control.
Dota has struggled, and still does, since its conception to keep a manageable, comeback mechanic, and turbo just doesn't have it.
It is just a mode to play for fun.
At worst case scenario - your pick is just inferior. Not just yours specifically - the whole team. Your team must have scaling capabilities too.
