It's a tradeoff.. you want to please the majority of players.. (new content before anything else).. I don't blame them, since it's probably very transient.
I think it's harder than it seems to prepare a migration path for old version. If you prepare this from the start it's not difficult, if you don't , it's a hell.
At least, it's possible.
But they probably think it's too costly. (you should have 2 versions of dota in your disk. The version of the overwatch cases and the current one..).
And, for the reviewer, it's also difficult to have the "old version/numbers/skills" and the new one at the same time in mind.
For simple cases, it's not important, but to review cheating/scripting, it's very important.
