It's better if it's not ez to find. imho. Too many people are unlawful, dishonest and want to attack servers.. I won't help you here, sry bro.
if you have no lag in any other multiplayer games, it's not you. or your network.
if the server is playing with 10 players and some are lagging like hell (or playing through a VPN), perhaps you'll have unexpected lags, unexplainable. or 1-2 sec unpredictable delays.
I also had unexplainable lags (like, 1 second) with an optical fiber network. and a steady ping < 15 ms. while the -ping command says : 14 ms.. And there is NOTHING on the internal network except me. (wifi off, no other computer/console/smart sh*t/ using network while I play).

Google is your friend. There are other methods, but I'm not sure what is, and what is not, a violation of TOS, so I can't post it here. For clarification, I don't use anything like that, since I have no reason to try to enhance my ping or to check it, since in game it always shows 2~5 MS, without rerouting or any kind of "VPN Game Software" rerouting.
This is for conducting ping or traceroute tests to see if the issue is with my connection or the Steam server. I usually play at a stable 31ms, but these days I've noticed that my ping of 31ms jumps to a static 185ms, which seems odd to me because that number "185" neither increases nor decreases, but magically resolves itself if I disconnect from the game and reconnect.
I've tested Google and SteamPowered, using ping and traceroute, and everything seems okay. I've also opened the ports for Steam and its games. The problem only occurs in Dota (well, I only play Dota). I mean, I downloaded Fortnite and LoL for testing purposes, and with these games running in windowed mode along with Dota 2, I saw that the issue only occurred on Steam.
It's most likely that my ISP is blocking the ports for Steam/Dota 2, but before complaining, I wanted to confirm on my own.
Thank you, I tried it in unison with the Task Manager/Resource Monitor/Network to verify that the PID matches and coincides. I found the ping that dota2.exe was using, and when I tested it in PingPlotter, it showed a lower ping latency than what I had in the game. For example, the test showed 5-10ms while in the game I had 31ms.
I might have used the wrong IP, although there was only one dota2.exe service that was sending more packets than the rest, like 5k B/s, while the others were at 100 B/s and would stop sending from time to time.
Steam download server and steam game servers also have different IP.
This "disconnect / reconnect" problem used to be common to SA players logging into US East. You would see a lot of people connecting, and doing this: dc and come back. It is not really a fix, but it solves the problem - as you said, like magic.
Make sure your firewall isn't the problem. Do you use one or it is just windows default? Either way, Windows firewall do allow you to create rules. Maybe you can solve it this way.
Besides that, windows update and drivers update. I'm sorry I can't help you any further.

If it's constant ping that could be your selection of servers?
You should verify that you didn't select manually a server region that is far from your location.. When there are no players in your country, sometimes you can select far servers where people are not sleeping, in order to play..
If you forget to change it back to "automatic" selection you might have big ping.
You should try this also :
- remove the autostart from Epic games Store and Steam and any other game store. This way they don't run as soon as you launch your computer. And more importantly they don't run, both , using ressources for nothing, if you don't play .
Reboot, and then test Dota2. When there is NOTHING running in the background except the steam client.
I suspect the clients from different game platform to interact and eventually do dirty things in the background. Especially when you play on a concurrent platform..
I always reboot between platforms.. I won't play Dota2 with epic game store in the background, nor play Fortnite with steam in the background.
I would stay on steam to switch from gameA to gameB, if they are both on Steam, but I would reboot If I play on Epic Games or GoG. I removed a lot of unexplainable troubles this way. I don't know what they do, but thoses programs might have bad interactions.
Ultimately, if in a match I see I have unexplainable lag / input not taken into account, I disconnect, reboot and reconnect, it usually disappears for this match at least.
Yes, I precisely contacted support, and they only provided me with 2 links that are basic-advanced steps to solve network issues with Steam, they are very old links but I managed to perform most of them, one of them is to ping and traceroute to the server's IP address... which I "think" I have done. They said they needed me to send these results so they can help me more easily.
I disabled my antivirus and firewall, tried, and the problem persists.
I use Microsoft's own tool to update my Windows 10 OS, and Driver Booster for drivers, in that area everything seems to be fine.
Although everything indicates that it's my ISP, they likely blocked some Steam ports for X reason or made some recent misconfiguration. Because from my end, I haven't touched anything.
I'll be patient, I have the weekend to try to solve it.
I made sure there were no programs interfering in the background or at startup. I also checked which servers I was playing on (I always play on those in my region), but it seems to be an issue with my ISP. I don't play Fortnite, I just downloaded it to run it simultaneously with Dota 2, both in windowed mode. The problem only occurred in Dota 2/Steam. I'll be patient and wait to see what Steam support says.
I didn't have any lost packets in my issue; that seems to be an issue with your internet. You can try running cmd and typing: ping google.com -t. If you start experiencing lost packets or connectivity issues in the game, it should also be reflected in the cmd test. If that's the case, it's your internet. If not, try another server; maybe like me, you're having issues with just one server.
I don't use Wi-Fi or mobile internet, so I can't help you with that. However, if your internet isn't very good, maybe you could optimize your computer. Look up tutorials online and disable background programs, telemetry, bloatware, automatic updates, etc., that might be consuming your internet bandwidth.
