UPD: I have fixed it at last. All you need to do is to delete all your primary graphic card drivers completely, including GeForce Experience (if u got one), and reinstall it. The game works perfectly afterwards

You can try to roll them back, but i would recommend to do a total clean reinstall if that is possible. Took me 2 tries to fixthis. First time, when only the driver itself was reinstalled, it didnt help. I had to disable the card through windows, delete the driver, reboot, delete GEFORCE Experience and ALL NVIDIA graphic stoftware at once. Then i reinstalled it using the "fresh" copy from their website. Now everything works fine. I think the last driver update caused the trouble. Hope this helps :P
Resetting my drivers did NOT help. What I found out is that it's an issue with the Nvidia drivers. After testing the game on integrated graphics, I noticed the game actually played normally (albeit very slowly). Specifically, it's a Nvidia Shadowplay issue.
Luckily the fix is very simple. You simply have to go to your dota2.exe file, right click it, properties, compatibility, and then click 'run as administrator'. This will actually fix the problem for whatever game it is, it's not just Dota2.
As for why this works, I have no idea. But it's an issue with Nvidia shadowplay that causes the keys to not work. I tried resetting the drivers but that did not actually change anything.

EDIT: And you should also enable Steam to run as administrator in the same way.
Sometimes the keys are shuffled, like Sun Strike's key becomes D, while Meteor's becomes T. And there are also times that the keys for my invoked skills become the button position relative
D and F.
Re-invoking the skill fixes it, but the problem is that sometimes, the bug happens in a clash.
I'm not gonna complain tho, DotA 1 players like me are glad that the DotA 2 devs even implemented Legacy Keys.

Sulphitezz, I wish I was more of an expert so I could help you, I struggled with this issue for several months before I found the fix. Try disabling the Nvidia capture server when you play if you run Nvidia. But in general, I don't think it's a connection issue. Best of luck man!
Hopefully everyone with this problem will come read this post, it is not a connection/spike/keyboard/system issue.
The issue where bound keys don't work in game, but work everywhere else is 100% an NVIDIA issue. It is either caused by NVIDIA experience/shadowplay or the driver.
Just uninstall the graphics driver and reinstall. works perfectly fine now.
