Why is skin mods not allowed?

i mean it's just a skin changer that only i can see. What harm could it possibly do? I remember using skin mods few years ago but now it's banned? what happened?

So that people spend money if they want to look their hero use cosmetics. Its smart from business point of view. Smart move from Valve in my opinion on business side.

Skin mod is when you replace cs hostage model with Yoshi the dinosaur with a zip file, unpacked into custom skins folder. Skinchamger is a more of a... Hacking tool

mods ban was introduced 2 years ago, when one dumb pro player decided that he was smarter than everyone else and made changes to the game files right during the tournament.
i don't know what volvo was guided by, but they banned mods after that
