Check and see if you have the auto-mute enemies checked in your game options.
There are two mute options under Settings-Options, "mute all incoming chat" and "mute chat from enemies." Enemies can only communicate via text. For teammates and "mute all" I assume it would work for voice as well but I've never actually used that option. It's rarely an issue. I've had to mute players because of voice chat only a handful of times over my entire time played in Dota 2. It's become far less of an issue since Valve began implementing increasing behavior measures.

May i ask where this option is, or send a screenshot on where this option is, because i've been dealing this issue when the diretide update came and its annoying not to see the enemy say "gg" "end"
The chat filters have been moved since April when this thread was posted to settings-social. If you simply look at the menus, you'll find all of the settings.
