Report a translation problem
The only fix that might help you is to right click on Dota 2 from the library page, go to properties and make sure you delete all launch options. This worked for me, but the game started giving me the same problem just a day later. It's strangely inconsistent...

Uninstalling
Didn't have any issues until now. Yesterday i played multiple games without any issues. Today I have got exactly same issue like you.
But again in one I had weird issue I couldn't move the screen left using mouse. I could move up, down right but not left xD had to play 1 game using arrows on keyboard :) After another restart problem is gone ;)
I don't know if this would help at all because my game start working again (i could spectate games) but a message about VAC not being able to check my pc was showing up everytime i tried searching for a match.
To solve this VAC message i had to either run both as administrator (it solved this issue but it is not good to run steam as admin) or remove admin mode from dota (i had it running in admin mode for years).
