i always ban arc, so nobody can pick him in my own team. why someone should play this hero on low mmr? the only reason is, he want to grief in team?

No real Herald will be good with Arc, he is a smurf/ boost favourite

There are 2 types of bans: player picked ones, and server picked ones.

The server bans tend to target heroes that perform unusually well in that bracket, and in herald most Meepo, Arc, or other micro intensive heroes are likely smurfs/boosters, meaning they will fit the bill.
