Can't play all heroes

It appears that playing 25 games does not in fact remove the 'new player' status that locks out certain heroes. Any ideas?

Sounds like a bug, if you've definitely played 25 matches and all counted, send in a support ticket. You could also try using this console command, but I'm not sure if they've disabled it: -dota_new_player false

you're probably already doing this but just in case, make sure that you're queueing unranked all pick and not new player mode. It might try to kick you back into new player mode by default

I was doing Turbo, does that not count?

Turbo games do not count towards your 25 games played at all. You need to play normal all pick.
