Chen is also stupidly weak (And KotL got HIS Recall). Lot of what Chen can do, every other summon hero can just do better. Early objectives? Lycan/NP. Scouting? Beastmaster/Visage. Healing? Enchantress. Rushdowns? Druid/Meepo. His entire point of possessing creeps just becomes useless once Mid Game is over, by which time it's 4v5.
If you want someone with a similar Will o Wisp ability consider Underlord /w Aghanim Sceptre. The added slow and ability to place one with Gate is incredibly potent on chasing down or disrupting ganks.
I agree Chen is another weak hero that requires immediate attention. Why did they give KOTL his recall ability?? Seems like a strange choice.
Camp stacking isn't that practical because most of the time the jungle camps will go empty and remain empty if team mates need to jungle. The time spent stacking them up massively could of been spent participating in team fights, and is actually one of the reasons I ended up in LP recently.
The other absolute risk with stacking is that heroes love running into the enemy team's jungles to take camps. It's not even strictly to gank because they're alone and underleveled — they simply want to rub their ass all over the enemy jungle.
