new vs old
I read that : if you create a new steam account and calibrate it, you get about the same mmr that your pc old account have, regardless of whether you play super well or there is simply another person on the computer. the steam system detects that the same computer is being used. for example, you have in house a brother with you who plays dota and has 500 mmr. from the same computer. and you are much better than him creating a new account on the same pc and calibrating. the steam system detects that it is the same computer, settings, etc .. and calibrates your new account almost the same as your brother's

My brother and I play on the same PC but with differents accounts, they were created on different PC though. But I can tell you it has no impact on mmr and matchmaking quality. He is legend, I am divine and we don't see anything unusual in our games.

Still, it would mean you would only need to use a VPN for your account creation to bypass what you are describing...

Then people who play in internet cafe how do they calibrate :)
There is a maximum MMR you can calibrate at. Nobody calibrates at 5k or above. Everyone starts off at or below 2k, regardless of how strong your performance was.
