They're German players on US servers. Ja means yes in German. So it means that they are saying "yesyesyesyesyes," which doesn't make sense.
It's probably because they have minor brain defects. To prove my point further, they often feed and say the same words, such as "pu7a" or "m1erda," over and over.
If you play on US East, you will always encounter these brain-damaged players. I don't know why they would play in US East despite their inability to speak English, but I hope my answer helped you.

They say the same words over and over for the reason why Americans say "♥♥♥♥" over and over again or why Russians say "cyka blyat" over and over again or why Chiense say "卧槽" over and over again. It's simply a swear....and most men of all cultures tend to say it when things don't go well.

Just because a swear or a laugh in one language is interpreted as something else doesn't mean that other person is an idiot.
