Besides that, he's just a decent ganker in general. He can scout out lone targets, hook them from a huge range and keep them from escaping.
1. Lack mobility. Heroes with no blink or leap can't escape the cogs and have more predictable movements. So if the enemy mid is a zeus Clock is good, if it's QoP, then not as much. Not only are you able to gank them, but if you are able to get a good cogs that divides the enemy team, they are unable to help team mates.
2. Aren't natural bkb carriers/don't have inbuilt immunity. So any supports that don't have defensive spells are fair game because they can't really afford BKBs. Then carries before they get BKB. So if the enemy carry is a Medusa, she is unlikely to buy BKB early compared to say a PA or Sven. Not good against Jug and LS though.
3. Rely on movement/invis for mobility. TBH this is where I think Clockwerk shines. Heroes like Clinkz or Lycan move quickly and can be very hard to pin down, unless they're surrounded by cogs. Also much easier to predict their movement and hit them in fog than blink heroes.
There are other things, but that's the stuff that I think he's very good against
