Clock is pretty good against lone druid, cause if u hookshot the bear it just dies and cant run away, and good against rats like np and tinker because you can just jump on top of them and kill them. okish against aggro safelanes cause you can farm with rocket and never get into a position where the safelane can kill you. He's not that great of a hero imo, but he's ok sometimes.

Any heroes with long cast times, for one. He can hook into heros like Spirit Breaker, Jakiro, Shadow Fiend, Earthshaker, etc. and effectively prevent them from doing anything with Battery Assault. His Hookshot and Cogs work well against heros like Sniper and Drow Ranger who want to keep their distance.

Besides that, he's just a decent ganker in general. He can scout out lone targets, hook them from a huge range and keep them from escaping.

Broadly he works well against heroes that:

1. Lack mobility. Heroes with no blink or leap can't escape the cogs and have more predictable movements. So if the enemy mid is a zeus Clock is good, if it's QoP, then not as much. Not only are you able to gank them, but if you are able to get a good cogs that divides the enemy team, they are unable to help team mates.

2. Aren't natural bkb carriers/don't have inbuilt immunity. So any supports that don't have defensive spells are fair game because they can't really afford BKBs. Then carries before they get BKB. So if the enemy carry is a Medusa, she is unlikely to buy BKB early compared to say a PA or Sven. Not good against Jug and LS though.

3. Rely on movement/invis for mobility. TBH this is where I think Clockwerk shines. Heroes like Clinkz or Lycan move quickly and can be very hard to pin down, unless they're surrounded by cogs. Also much easier to predict their movement and hit them in fog than blink heroes.

There are other things, but that's the stuff that I think he's very good against
My 2 cents has been added.

Counters any hero that requires mobility and range to be efficient as well as 'channelers' such as Lion, WD, etc. Nature's too, can stop the TP with battery assault. Clockwerk is also a very powerful ganker due to the range of hookshot. Not only this but you can also use your missile to block creep camps if timed right and scout in general, also last hit in aggro lanes and kill fleeing enemies. So clockwerk is actually a damned good, underrated hero.

He excels at starting a fight and locking out whoever he cogs, so that your team just swoops in while they're confused. He's good against nearly all the int hero as he's good against low hp heros, so mostly supports. He suffers against carries and high hp tanky hero as his skills don't give very good damage in the late game and he just suffers from his own stats. Build tanky, mobile and with mana in mind as he is one of a few strength heros with four active skills. He's also hard to kill if you use your hook shot to escape.

He's my favorite hero.
