It's not available anymore,used to be a reward from nemestice 2021 battle pass.
Be optimistic tho, they love recycling old personas into new content lately so there's hope for you.

You wait until they develop a new set for the persona, then get that new set, and you get the persona alongside it.
Mind you, with new hats being few and far between, and with the number of heroes (+personas) DotA2 has, it could e quite a while before they make anything new for that specific persona.
