Non Dota Plus subscriber use [All] hero chat wheel

Few games now, ive seen people using Dota Plus chatwheel that unlocked after level 6+ .
But they're not a subscriber. Even in post game, it shows their Hero level is 5 which is Max for free.

How? is there an update? How come i didnt get that?

Could be that they have unlocked those, but they aren't subbed anymore to dota plus or it is expired. Then their level would be capped to 5, while the actual level (after resubscribing to dota plus) is higher

i never been dota+ user for entire years, but somehow i got lv 6 most of my heroes, well beggar cant be chooser, thx gaben

there's cheats to unlock it
