You're not going to running Dota 2 on ultra at 1080p with that card. You really need to listen to what is being said to you.

It did answer it, I am stating my pc is high end and even that runs ultra at 200fps.
If OP expects to run ultra on a pc less powerful than modern phones then he's mistaken.

No worries, GT 1030 will run Dota 2, but you have to set the graphic settings at low-medium & it will be fine. I can assure you that because I ran it using UHD770 integrated graphic before on Dota 2.
In case you doesn't know what is UHD770, it's an integrated graphic driver that's inside an Intel processor which is technically a "buoy" version graphic card before you eventually get a real graphic card that need to plug onto your motherboard.
So...to answer your question again, does GT1030 able to run Dota 2? Yes, it does but not on high graphic settings or above, you need to adjust it & I will suggest on lowest setting for smoothest gameplay, especially in team fights.
As for fps? I think 40fps-50fps at lowest settings is easily achievable, might goes beyond that too.
JUST DON'T GET AMD GPU IF YOU REALLY WANTS TO PLAY DOTA 2. I still waiting for them to fix this sheeettttttt.
