Turbo is a very casual mode, where they rather have faster queues with semi balanced games than full on balanced games with a long queue.

I'm not mad about 10-15 games. I started noticing this matchmaking behaviour since 1-2 years ago. Maybe it's more noticeable the higher you get in MMR and get to know the game better.
In Dota, the coin starts weighting more on one side after you win / lose too many in a row. It's not a system forced to keep you in place, it just will give you stronger oponents / weaker oponents based on your performance. They call it balancing teams, but matchmaking is random.
I've started noticing the matchmaking broken 12 years ago. Believe me, Solo Matchmaking will never be balanced because it is the definition of chaos. 10 random people, divided by two teams, aim to cooperate and not fight?
Just watch any reality show ever made. People turn on each other, it's our nature.
