No, but if the recent trend is anything to go by it may become available eventually and I welcome that, even as someone that already has it, along with most of the other "exclusive" personas and arcanas, including ones in this current event.

Exclusives are stupid and should go the way of the dodo. 3 or 4 years of exclusivity is more than enough to get your exclusive feeling out of it, and then allow everyone else the opportunity to have a chance at it again, even if it does cost a couple/few hundred bucks like in this event.
