-useforcedmparms -nogammaramp -noforcemspd -noforcemaccel - I doubt any of that would help your performance. First, third and forth are just mouse settings, and the second one drops gamma correction. Neither of that has any effect on performance.
-disable_affinity_preferences - it is the first time I see this launch param ever used.. same tip as for -high.
-mainthreadpriority 2 (or more, up to your CPU) - same as the previous one. Just don't touch it unless you understand exactly what it does.
-set_power_qos_disable - absolutely no idea how that one works. Does it even work? Is it a Source 1 or Source 2 command? If this is a Source 1 command, it can be there for no reason, and won't even work.
+engine_no_focus_sleep 0 - this thing forces your game to draw all the necessary resources even if the game is not in the focus. I believe that is a bad idea, since you'll have to always turn your game off, or else your PC will always heat up and be loud
Vulkan doesn't really do much on Windows. Worked worse for me on Windows, actually.
VSync introduces input lag. If you want less tearing - just get a VRR supported monitor.
Recent(as in few years) versions of CCleaner are proven to be malware ridden. Only the specific older versions are safe.
Eeeehh.. why did you unlock your fps limits, exactly? Make it the same as your display refresh rate, or just don't use the launch param, since you change the game settings, anyway.
