FPS TIPS
First, set these launch commands:

-novid -high -useforcedmparms -nogammaramp -noforcemspd -noforcemaccel
(And -nomicsettings if you don't plan on using your mic)
Here are some other for you to try:
-disable_affinity_preferences
+fps_max 0
+fps_max_ui 0
+engine_no_focus_sleep 0
-set_power_qos_disable
-mainthreadpriority 2 (or more, up to your CPU)

Second, go to "Video Options in Game"

  • In Advanced Resolutions, set your best resolution and Borderless window.
  • In the API part, test both - Vulkan requires a DLC.
  • I play with Nvidia Low Latency Enabled + Boost.
  • Make sure you have V-Sync off aswell.
  • Under Use Advanced Graphics Settings:
  • Disable EVERYTHING, but Anti-Aliasing and Compute Shaders.
  • Set Texture Quality and effects to High, Quality to 75-90% and FidelityFX to on.
  • Set Shadow off to increase FPS by up to 50%
  • Under Network, On Advanced Options Menu, Set "I have a low end internet".
  • Extra: Set Max FPS to 120, unless you own a 144 monitor.

Enjoy Dota at high quality - for a competitive game, stable, running decent by a 10 year old game with a 2012 computer. I play with Nvidia Low Latency Enabled + Boost, but it isn't good for some settings. Make sure you have V-Sync off aswell.

Try and learn and test things yourself. But if you wanna follow my list, do it fully, then after some games, adapt to your liking. I run in a 2012 computer at max fps and never got a drop of FPS, 1 in 1000 crashes, at max, per games, and I am blessed to have a 4-7 Ping to my region server and 0 packet loss.

It also don't hurt to install maitenance APPS, such as CCleaner, which is a free and renowed app that helps clean up windows. Talking about windows, windows update is a thing, same as drivers - CCleaner got you there aswell.

Or other apps. Just, also try unninstalling Dota during this clean, so you install later after.

Extra: Learn about "Power Management" on Windows Configuration, and if you are an Nvidia or Radeon user, Steamdeck, Intel or AMD, make sure to google those related to Dota 2: there are always more knowledge out there aswell.

Any more tips? Please share.

Thanks.

-high - I don't think it is a good idea to fiddle with priorities to begin with. It is always a better idea to start "from the other end" and just stop/kill all the applications that draw the performance.

-useforcedmparms -nogammaramp -noforcemspd -noforcemaccel - I doubt any of that would help your performance. First, third and forth are just mouse settings, and the second one drops gamma correction. Neither of that has any effect on performance.

-disable_affinity_preferences - it is the first time I see this launch param ever used.. same tip as for -high.
-mainthreadpriority 2 (or more, up to your CPU) - same as the previous one. Just don't touch it unless you understand exactly what it does.

-set_power_qos_disable - absolutely no idea how that one works. Does it even work? Is it a Source 1 or Source 2 command? If this is a Source 1 command, it can be there for no reason, and won't even work.

+engine_no_focus_sleep 0 - this thing forces your game to draw all the necessary resources even if the game is not in the focus. I believe that is a bad idea, since you'll have to always turn your game off, or else your PC will always heat up and be loud

Vulkan doesn't really do much on Windows. Worked worse for me on Windows, actually.

VSync introduces input lag. If you want less tearing - just get a VRR supported monitor.

Recent(as in few years) versions of CCleaner are proven to be malware ridden. Only the specific older versions are safe.

Eeeehh.. why did you unlock your fps limits, exactly? Make it the same as your display refresh rate, or just don't use the launch param, since you change the game settings, anyway.

This thread was quite old before the recent post, so we're locking it to prevent confusion.
