Experimental Razor Build Purely for Fun [Long post warning]
So in this recent update Razor now has the potential to for eye of the storm to hit up to 3 different targets
(+1 target from aghs, another from level 25 talent)
This build will try to make the most of this, again this is purely for fun and totally pub, but if you get the chance to or having a really easy game with competent teammates, it may be worth trying.

We'll need the lvl 15 talent of -0.1 lightning strike interval and level 25 talent +1 strike target
and we'll need these 5 key items that complement the ult and each other

>Refresher Orb + Aghanims
i think it's pretty obvious now what we're trying to do, nothing that hasn't been done before really.
Get a 2nd lightning storm: max 2 strikes on one target, with aghs 2 strikes on two different targets, and with the lvl 25 talent adds another two strikes on a 3rd target. If nothing else doubles your efficiency at destroying towers, racks and ancient
(Testing with Dummy targets in Demo shows that you could hit up to 6 different targets, but then dummy targets' hp always stay full so the ult cannot prioritize anyone.)

>Octarine Core
Instead of lifesteal we get spell lifesteal, which does apply to Razor's ult. The amount of heal even on a single target is pretty substantial, and considering lighting storm gets stronger each strike with each point of armor taken away from the target, the heal also increases. Now multiply that by 6 (2 strikes on 3 targets) and factor in that it's 2 strikes per second well I won't bore you with the math, but it's great
The other bonus being the cooldown reduction. At level 3 Razor will have a 15 second cooldown after eye of the storm finishes. You could spam the ult which will more than make up for your lack of physical damage in general
Also worth noting is that it takes 45 seconds off Refresher cooldown (135s cooldown)
(getting spell prism or quickening charm for more cd reduction would be nice, but don't count on it)

>Yasha & Kaya
Yasha of course is self explanatory. More speed, more agility, all good for Razor
Kaya's +spell damage does increase eye of the storm's damage, which is about the only way to strengthen this skill since it's physical damage not magical.
If you're lucky enough to get the neutral item Vambrace (int) and get 6% more spell amp, the damage per strike is 109.8 damage from the base 90
With Timeless Relic the damage is 117.9 per strike (though this item could go to someone better)
more spell damage + spell lifesteal amp from Kaya + Octa = much more heal
the Added bonus of mana regen amp along with Refresher takes care of all your mana needs.

>Assault Cuirass
A more traditional item for Razor. More armor always helps. but the best part is the -5 armor aura which will give eye of the storm a headstart on damage

In application, Razor will deal crazy amounts of DPS, melt so much armor, soak up alot of damage, and makes eye of the storm more readily available and more reliable in a clash with the extra lightning strikes, even if that clash involves a whole wave of enemy creeps. also remember that BKB can't protect against this ult, nor does evasion

Additional notes: Getting Aghanim's blessing frees up a slot and you could get whatever (Radiance for more area dps and extra spell lifesteal, or more practical being BKB for the obvious Blademail counter and stuns)
And of course a guardian angel ult from omni will really screw you up. or ghost scepter. but at least Eye of the Storm's duration outlasts them

P.S. Never said it's a perfect build, or a practical build or even a smart one.
But this is DOTA2 after all and a Wise man once said "Anything can work"
