i usually pick dazzle . dazzle slow + grave allow u to save your carries + heal at the right time . Baiscally anything that can kite usra is a good thing. any item that can slow him or make u unseen is good thing. Ursa snowball is hard to stop . but u can learn to pick those type of heroes and buy those items. Diff blade is a good choice. Think outside of the box in terms of items when u have problems.

Well, TA can lay a trap at Rosh's pit so you know when tries to do it even he smokes to get there. Chen can send a creep to guard rosh pit as well (no one here will use Chen, but still a valid pick), Beastmaster can send his hawke... Anyone with summons or illusions can keep an eye on Rosh, but TA, Chen and Beastmaster are probably the best ones from the top of my head.

As for fighting him... Anyone with stuns and slows. Venom is quite good since his attack breaks Ursa's blink, CM can also kite him with slow and frostbite... Ursa is also very 1x1 oriented, so he's not good against heroes that can summon a lot of things to fight like Naga, PL, Brood, maybe Terrorblade as well...

You have a lot of options for both supports and carries. Just know the right one to pick and if you have to pick a counter against Ursa at all. Remember, not a 1x1 game. There are other heroes to care about as well.

Any heroes with good crowd control abilities can easily help take care of Ursa, and if your carries are ranged, even better. Heroes like Bane, Shadow Demon and Beastmaster are great at keeping him down because of their bkb piercing ults with long duration. Bane and Shadow Demon are pretty easy to learn.

Razor is useless because ursa gains almost all his damage from stacks, HH works wonders. A silver edge also makes him weak.

Razor is a very dumb pick against Ursa. For the record, Bane isn't good either (well, he can be ok, but his Enfeeble is pretty bad against ursa). Larsoth mentioned why.
