How Do You Get the Green Line Aim for Pudge Hooks?

Pyrion Flax and Purge both have little green aim things when they're looking to aim a Pudge hook. Whenever I have Q toggled and am looking to aim said Pudge hook, I don't have that.

I've looked in settings and can't find anything. Is it a console command? If so, when do I input said command and what is it?
