Ok so Sand king's aghanim may be a little OP

Now it may be because I just lost to it and I'm a bit salty sure, now I've tested it a bit ans as far as I remember I don't think I've ever seen anything this OP in the game.
This thing is probably around 50-60% stun uptime (perma stun if you get lucky) on basically any ennemy hero in a 650 radius ! Pretty insane
Now of course if you're playing against it your not supposed to be standing around in the storm, but even a half decent SK blink into anyfight with this immediately turn the tide in less than a second, fighting in there is strictly impossible, and escaping is also very hard.
Even as an ulti this would probably be overpowered.
0.2 sec cooldown for a 1.8 second stun ? Come on.
Make it something like 0.6 second CD and maybe we're being more reasonable here.
