They know the problem but in fixing the game will lose in emulation/competitivity, all you have to watch is a youtube video explaining how smurfing, where hero never pay attention to your teammates and mainly farm creep in jungle with maelstorm and "flee" from lanes to lanes with travel boots. You will outlevel most of the players, then the snowball will be simple.
So fix this issue is simple :
1) Reduce experience and gold provided by camps
2) Adjust tokens probability in consequence like a secondary gift (camps interest)
3) Increase Cost gold of travel boots
4) Reduce Maelstorm power
I think personnally that global experience level per team is cleaner and less punishing, it could be also a good way to definetly avoid smurf which make this game toxic. Eventually it has to be tweaked a bit because i can t promote a game where 5 heroes can take advantage until they got their ultimate skill,
To unlock the ultimate, you could refer to your real experience, it wouldn t be a part of the global experience system. Dota 2 has to evolve, in some regards Dota 2 is better than HotS but the toxicity of the gamers inside is probably a no returning back for old players.
From the point of view of mechanics, it sounds reasonable, to some extent. Perhaps part of the technical moment - the game should be slightly modified in the essence of the form and accrual of benefits. But it seems to me that even in such a situation, there will be a "Nuance" that Smurfs will use and take a high advantage in the game.
10 years from now some players will be 50 and claiming "yeah smurfing is cool"... kappa
Smurfers aren t the best players at all, they play alone with the illusion of being a part of team and feel exceptionnal, better but the skill gap of MOBA is mainly dependant of your knowledge and details mechanics, which means anybody can smurf in following tutorials in some weeks...

The term "smurf" is defined to play under his own league but with the disrepectfull mentality it s more like "i m about to go get a bunch of noobs and mock at them", only by the need of proove their powerness, i should say their "impotency". it means that probably herald guardian crusader and archon league have approximately the same level because these leagues are rotten by smurfs
