If you are stuck at 0%, then that means that your performance in those games are very different than what the matchmaker anticipated, and the matchmaker will try to find you a new rank that matches your "skill".
If it doesn't use in-game performance, then how is it any different than Elo? Even the old calibration algorithm used your in-game performance.
If the new mm looks exclusively at win/losses, then that honestly has to be one of the dumbest approaches to any mm system, because it would be impossible to rank up or down without going on win/loss streaks.
