How to Toggle the Neutral Item Hotkey/Shortcut!?

I recently switched my Steam to my new PC, and... well.. something Strange happened with my Settings, previously... in order to VIEW the Options of my Neutral Item, all I had to do is just Press my Hotkey ("Space") once, and the Table with Neutral Item Options opened Up, where I could Select one (with the Mouse) and it closed afterwards. So'o... the Hotkey was set on "Toggle Mode". Now... I have to f*ck!n HOLD "Space" in order to Show me my Neutral Item Options! It's SUPER ANNOYING! And I cannot find the Settings to restore the Hotkey to TOGGLE mode again. How can I change it back please!? Thanks a lot in advance for your Help.
