What is the definition of a SMURF account?
I've got two at same rank-ish and got flagged for smurfing.
The ranks are crusader 5 and Archon 2, its basically the same rank.

EDIT; My account flagged for smurfing played it's first dota game in 2011, and just hit 2000 hours of dota.

The reason for two accounts?
One I solo queue on, the other I play with my friends.
I play to win on both, there's no difference in my playstyle, heroes or anything like that.

This can in no way be associated with smurfing.
We need directions for how to behave around this, everyone I know has multiple accounts mostly for the same reason as I have.
Solo queue is rough, and trying to really rank up is easier playing EXCLUSIVELY with premades.

If you're taking this away from us, I want a seperate solo queue rank on my main account.
I'm fine, I'm actually GREAT with completely losing my alt account, if I can have solo queue rank.

Please respond with a guideline around smurf accounts.

Multiple accounts has always been against the terms of service dude. They are finally clamping down on it. Delete the lowest ranked one and you might have a chance

having a 2nd account that you play on is already smurfing if you wanna play with your friends do it on your main or don't queue with them at all

Where does it say multiple accounts is not allowed?
They say smurfing is not allowed, but playing on the same rank shouldn't be considered smurfing.

This is why I'm asking for a definition of what a smurf account is.
In every scenario smurfing is mentioned it's about HIGH ranks going into LOW ranks.

Example of smurfing:
You're 6000 mmr.
You play on "smurf" account which is substantially lower mmr, let's say 3000.

What shouldn't be smurfing
You're 2200 mmr
You play on 1950 mmr

I think there needs to be a threshold, which means you need to pay attention and play on both accounts, and climb simultaneously on both. (stay within the threshold)
same thing, but sometimes play normally not good

It's in fact all a bit arbitrary. And to make it easier they have based the definition of smurfing on the necessary condition of having more than 2 accounts, even if it hurts nobody. But now it needs a proper defintion how is having/owning an account defined.

"Smurfing" describes someone who created a second account to play against lower-ranked players. If both accounts are more than 1 mmr apart from each other, you're smurfing. That's it. Nothing else.

If someone plays on two accounts with the "same" MMR, then what's the actual purpose of the second account? If it was to "see if I land on a different MMR", then the damage was already done while trying to do so, and that person should be flagged as a smurf. It's not rocket science.

Did you read what the first post said?
Main account: Play with groups of friends, it's more fun and easier to rank up.
2nd account: Solo queue, try new heroes I'm not as good with, harder to rank up, don't want to ruin my main by playing with 4 randoms I can't understand. It's not "easier" because it's lower rank. It's harder because it's solo queue, and regardless of how hard I try. I can't win as much on solo queue as group queue.

As I said the solution would be a seperate solo queue rank on the main account. A lot of games has a rank for solo queue. League managed this in 2009. (I HATE league, don't get me wrong.)

Stop fixing problems by creating problems.
