Game options not saving!!!
Hey there, bellow is all of my help request and steam support responses.
I know its boring to read all of it, but I really need you guys.

Hi, my name is Azil.
From 2-3 months ago I have problem with Dota2 options not syncing.
Video and audio options save fine and I didn't test all options but options like "show minimap on the right", "disable zoom", "Auto select summoned unites" and "Auto-repeat right click" won't save at all and they go back when I rerun Dota2. I burrowed my friend's account and test to change the exact options above and everything works just fine, options will remain the way they are supposed to with other accounts. there is obviously something wrong with my account.
Here are things that I've done:
1. Fresh and clean windows install
2. Fresh and clean Steam install(no backup)
3. Fresh and clean Dota2 install(no backup)
4. Waited properly for Dota2 synchronization after exiting the game

Hello,
Thanks for providing all of that information.

It sounds like a custom file could be the problem here. The following steps should resolve the conflict, however they will also result in the loss of your custom settings.

1) Disable cloud functionality for Dota 2 (right-click Dota in your library -> Properties -> General -> Untick "Enable Steam Cloud synchronization for Dota 2")
2) Navigate to the Dota config folder for your account. By default it would be as follows: C:\Program Files (x86)\Steam\userdata\[steamID]\570
3) Delete everything in that folder.
4) Now, launch the game.
5) If that was successful, close the game and re-enable the cloud functionality for Dota.
6) When you launch the game again, you will be prompted by a cloud conflict window asking you to pick between two options. You need to select the 'local files' option, which should be newer. If the issue was not resolved you can select the older option to restore your settings.

Let us know if any of this doesn't make sense, or if the steps failed to correct the issue.

Hello again, thanks for your reply,
I did all steps successfully and my key options got back to default as you said but it's still like before and doesn't save those options that I mentioned before. I forgot to mention something else, it's not all about options, the window that supposes to show your conduct summary every 15 games, pops up every time I run Dota2 and says your FIRST conduct summary. Also when I click "PLAY GAME" to find a match, it should show the last mode I played like "RANKED" but it is always showing "NEW PLAYER MODE".
I mentioned this before but since other accounts work perfectly fine here, I think there is something wrong just with this account, and it can't sync properly, or the account itself has a problem in the Steam database, it got locked somehow and some values like options can't get change in the database anymore.

It got worse!
Now I'm getting in-game tips, like for beginners.
"You forgot to use magic stick", "buy dust and wards for invisible unit" etc.
it's really getting into my nerves

Try to de-authorize all previously used devices from your account using this page.

Make sure Steam Cloud is enabled properly for Steam and Dota. The Steam Cloud can be toggled for individual games, or as a global Steam setting for all games.

When Steam Cloud functionality of a game is disabled, all progress that would normally be saved via the cloud will only be saved locally on the machine where the progress was made.

Individual games:
• From the Steam Library, right click on any game and select Properties.
• Under the General tab, the Cloud Synchronization setting can be toggled.

All games:
• From the Steam client Settings window, navigate to the Cloud tab.
• Cloud can be enabled or disabled using the toggle next to Enable Steam Cloud Sync.

Ok, I did what you asked and removed a bunch of active devices, all of them were my previously logged-in sessions from my old Windows and laptop. Now there are just my PC and phone steam guard.
I checked the Steam global setting for cloud synchronization and also the Dota2 setting for cloud synchronization and both of them were on. I checked again to see if the problem was resolved and nothing changed. I still have the same problem. In addition, I did what Lana said again by turning off Dota2 synchronization AND ALSO turning off Steam global synchronization and did all steps successfully and turn both synchronizations on again, and checked the problem and I'm still there in the first place with the problem persist.
I found something else, the settings related to the options I mentioned earlier are stored in a file with the name of "user_convars.vcfg" in "C:\Program Files (x86)\Steam\userdata\[user id]\570\remote". I discovered that the Settings I change in-game, store perfectly in this file and remain there when I exit the game, but the file got changed every time I run Dota2, regardless of whether the synchronization option either global or just Dota2 is off or on.
So I made this file "read-only" and ran Dota2 again and the game made another file with the name of "user_convars.stmp" without my options stored, again I changed options in the game and closed Dota2 and made new file "read-only" and ran Dota2 and still Dota manage to load default setting(not the settings stored in either of files) somehow.
How this is even possible?!
The game stores configs in "user_convars.vcfg" or "user_convars.stmp", they store my desired options and I made them "read-only" and the game settings still got changed every time I run Dota2.

HOW THIS IS POSSIBLE???!!!

I'm sorry to hear that you're still having troubles and I appreciate you going through all that troubleshooting and providing us a detailed experience.

As a next step, try uninstalling Dota 2 completely. Then delete the entire 'dota 2 beta' folder in the following folder:

C:\Program Files (x86)\Steam\steamapps\common

Additionally, go to the following filepath and delete the '570' folder:

C:\Program Files (x86)\Steam\userdata\61986308

Then reinstall Dota to see if this helps resolve your issue. Let us know if this still does not resolve your issue.

Hi again,
I am really thankful for your replies, but I will be very very very more thankful if you guys actually read what I did till now.
What is number 1, 2, and 3 in my very first post?
I did what you asked now as my first try. I didn't mention this but I did a clean install of Windows and Steam and Dota2 not once, but twice(on my old pc and the new one).
This problem is just on my account and all other accounts for my friends work perfectly. It's not about sync settings. It's not about bad installation. It's not about permissions or the Windows registry.
Please consider some DB glitches and check my account on the server to see if something is wrong.

If you are using IP proxy or VPN software, please disable it or remove it from your computer. Such software is known to cause issues with connecting to the Steam network or game servers.

Regardless of whether or not you were knowingly using IP proxy or VPN software, please test the issue again. Let us know if this does not resolve the issue.

Sorry for asking, but what part of "OTHER ACCOUNTS WORKS PERFECTLY FINE AND SAVE OPTIONS IN THE EXACT SAME SITUATION AND PC" you guys can't understand???!!!
I know there can be deferences between account settings and I did check and compare all settings related to sync and permisions and ... with my account and other accounts(my friends account) and there is no deferences.
And finally, No i'm not using proxy or VPN.

WOW, man, you had the answer whole time and i was like a hopeless bird wondering around.
It HAS something with special characters. I change my profile name and now everything works fine.
