The idea that he can just spam his copy that can singlehandedly overwhelm other full heroes is out of balance, but there could be a good fix for it.
Just if his clone is killed make ult go on CD equal to the hero respawn time.
That will still allow him to do whatever he does, but will add adecvate risk to this gameplay so he can't jusp spam it without thinking and there is an adecvate counterplay to him especially considering his clone take same amount of damage.
Instead, they need to start nerfing characters that are so easy that they have a high winrate and high pickrate. I can't recall another patch where Legion Commander, Anti-Mage, Riki, Silencer, and Clinkz were all dominating. In particular, Silencer needs a serious rework because every other patch he ends up broken with a 52% winrate across all rankings.
