If we are talking about the offlane:
If all you mean is you want to dominate the safelane via letting the enemy get no creep kills, while having them die multiple times, then heroes such as Venomancer or KotL are good choices.
Venomancer can keep the enemy crawling at a snails pace, letting you hit with your shadow poison pretty easily (while just generally being annoying as can be), while KotL will appreciate your disruption ability to help set up illluminate blasts against opponents with higher awareness that can usually dodge on their own.
The problem with the above is that it is a glass cannon lineup, and the offlane is typically home to your team's tank / initiator, and most of the combos you will be good with aren't that, meaning your pos 1 or 2 have to make up for it, which USUALLY isn't ideal.
In that case Someone like Axe, Centaur, or Bristle can be good combos as they are meant to tank hits and regen fairly quickly with their standard builds, which when combined with your disseminate ability can act as a nice budget blademail for them.
