I dont think the chances to get random tier 2's as somebody claims is very high. I've opened 9 chests until now and have only gotten tier 1's.
5 tier 1 items - tier 2
5 tier 2 items - tier 3
Items gotten from recycle/trade up or trade up is randomized as well
There's no way to reliably guarantee Tier 2 or 3 treasures. The only way to get them will likely be to shell out a lot of cash on keys to open additional treasures once the event ends, or to just buy them directly off the market.
Edit: All of the above numbers were completely made-up by me; I have no idea what the actual odds are.
At the time of writing, I've opened 6 treasures and every single one of them has been Tier 1. In my experience, which is in keeping with DotA's cosmetic-drops in general, the odds are HEAVILY weighted against getting anything other than common-rarity items.
I used all 5 of my free keys to open treasures, and if I can earn enough shards before the end of the event I'll probably keep going until I accumulate all the Tier 1 treasures. Beyond that, though, its more effort than it's worth IMO.
I assume (but in no way can guarantee) that these chests will keep dropping after the event is over but the only way to open them will be with purchased keys, much like the Hallowed Diretide chests. So at some point this stuff will end up on the market, and then we'll see how valuable the community thinks it actually is.
Personally, I don't see a whole lot of people shelling out twice the price of an Arcana for that Io skin, but hey I've been wrong before.
Edit: I'm further assuming that any chests you open for free will be account-bound, but that any chests you pay for with real money will be marketable. If someone has bought a key to actually open a chest with could confirm or deny this, it would be much appreciated.

However, in the first few hours both the tier 3 skins were put for $200 and sold for $100 on the market before they were removed.
I'm still guessing that the common and uncommon (Tier 2) items will be marketable if you open those chests with bought-keys instead of shards. That's usually how Valve does things (free items are account-bound, paid-for items are marketable, generally speaking).
So then after you get all T1 items, how does it reset the rolls back to T1? Can you get multiple copies of the same T1 item?
Is this ever going to be marketable.and if it does, how much would it cost?
