Report a translation problem
If you think your opponent was hacking, can you provide a match-ID and a description (including timestamp) of the alleged cheating?
In Dota1 there was a time, where u knew Maphack was included. In Dota2 , too.
U can just talk to em, they laugh, say its true and contuine playing.
and when there is a maphack, there is a way to a fast new account too.
I could do that for sure for the lastgames, but i if i can download em anymore?

DotA 2, though, is run by Valve- a major video-game developer with a dedicated, paid staff. I'm sure there have been hacks, but for anything really egregious Valve tends to get a handle on it pretty quick. And as far as I understand the game it's actually very hard to "hack" because they do everything server-side (so you'd need access to valve's servers) instead of client-side (where you only need to modify your own computer), unlike some other games.
In my experience, people claiming the be the victim of hacks fall into a few categories:
(1) The "hack" can be explained by skillful play and/or sheer luck. Sometimes Pudge hits a blind-hook or Mirana gets a good arrow, even on an invisible hero. Sometimes a player decides to randomly check a ward spot that no one thought they would check. Where exactly you draw the line between luck and skill depends on the player, but most of the cases also include numerous examples of the supposed hacker "missing", that they presumably wouldn't do if they were actually cheating.
(2) The person claiming to have been hacked or cheated doesn't actually understand the game. I've responded to more than a few threads where a person just refused to believe that the game didn't work in the way they thought it had worked, or that they had behaved like reviewers (who watched their matches) said they acted, even when told where to look in-game for confirmation or provided links to the wiki or offered explanations of how they got beat.
(3) When asked for the proof, the OP refuses to provide it and attacks the critics instead, claiming they trolls, fanboys, paid valve-shills, etc. Do I even need to explain this one? If I could get paid for shilling I assure you I wouldn't need to keep working my regular 9-5 job. A personal attack on anyone who questions you NEVER looks good for your argument.
(4) The "proof" provided is a grainy youtube video from several years ago with no match-ID and all the names in russian or spanish. This is about as much evidence as there is for the Loch-Ness monster or bigfoot.
So by all means, provide a match-id, and preferably a description and a time-stamp. I'll be happy to review and offer my 2 cents, for what it's worth, but I don't have the patience to watch a ~40 match several times trying to decipher what YOU think is evidence of hacking with nothing further to go on.
Edit: None of the above refers to SCRIPTING, which IMO is entirely possible and definitely cheating, but is less common than some people claim. I've been accused of scripting when I was definitely was not, just because I got an early lead with Skywrath Mage and it was easy for me to nuke people to death.

Second) When did he admit to cheating? I don't see it in the chat.
Third) The match was almost an hour long, which is plenty of time to rack up kills when you drag something out.
And Finally, the real point) I watched that match and saw no hacking. He might have been a smurf- some of his early matches seem way to good for someone to be a real newbie, but he's still in Herald rank after all this time.
Arc was up against a CM mid (I don't think I've EVER seen a CM mid) who had literally 1/10th as many matches as him. So Arc got ahead early, and then just ran around the map ganking. By level 5 he was a whole level ahead of the CM, then shortly after that he got First Blood which put him 2 levels ahead, and he had BoT by around ~14 minutes. Then he bought a Dagon and just basically just nuked people to death. And if you look at his other Arc Warden matches, there are plenty of examples where he doesn't do that well- you'd think a cheater would be more consistent.
DOTA is snowball-y by nature; if one hero gets a lead in farm (and kills) they tend to maintain that lead. The one time I've been accused of scripting I was playing a magic-damage nuker (Skywrath) because they just look OP if you don't have a BKB to counter them.

I went 21/1/3 as Drow, and it's not because I'm a great carry. I am, in fact, a pretty mediocre carry player; I learned to play DotA as a support and so when I have to carry all my instincts are wrong. But in that one match I did well, had help from my team, and dominated. And we won in ~30 minutes; if we had dragged the match out to nearly 60 minutes, I could easily have had 40 kills, no cheating required.
Anyway, because of the rubber-band mechanics you CAN come back from a kill-deficit IF you get a few good kills, but most low-tier PUB groups don't have that kind of coordination.
So in the end, one well-played match does not prove anything. It's a single data point, possibly an outlier, and certainly not a trend.

Given that most ppl on forums who complain about 'cheats and maphacks' are heralds, we can safely assume you all, despite 'playing games for 16 years' never actually learned how the game works. which isnt a flex you think it is.
