According to Windows Dota 2 is roughly 21.4GB for me, but there are some custom games and replays in there, so it's probably more like 20.2GB. Steam itself is like 1.2GB.
So you should probably prepare for 25-30GB for Steam and Dota 2 to leave some room for future updates, replays, custom games, other dlc, ... whatever Valve comes up with.
Steam weights a lot more because I got tons of games installed.
Good question. Turns out I still have 5.6GB of Source 1 replays buried in the old \Steam\SteamApps\common\dota 2 beta\dota\replays folder. Since you can't watch those anymore I totally forgot about them :D
I checked everything again and I guess it's around what Keba said then, 13.7GB. If you have any old files like source 1 replays or anything additional like korean/chinese/russian sound voiceover, custom games, screenshots, replays, workshop dlc, ... the folder is gonna get bigger.
Currently, I have 3 custom games installed, the OpenGL DLC, the Premium DLC (whatever that is??) and the Reborn Beta DLC. According to Steam my disc usage is 14.7GB, but with replays and other stuff it's currently ballooned to 21.4GB.
